
Zeph 1:17 I will bring distress on mankind, so that they shall walk like the blind, because they have sinned against the Lord; their blood shall be poured out like dust, and their flesh like dung.
Dt 28 contains an extensive list of blessings for obedience and curses for disobedience. Dt 28:29 contains a specific curse of blindness resulting in loss of prosperity and victimhood. This sort of blindness is willful blindness. It is a hardening of heart and stubbornness of the mind that causes a person to refuse to accept truth when it is right in front of them. The first great example of God causing this sort of self-destructive willful blindness can be found in the hardening of Pharaoh’s heart prior to the exodus (Ex 4:21). Joshua declared that God would harden the hearts of Israel’s enemies (Josh 11:20). Paul also speaks of something similar happening to evil people (Ro 1:28, 2 Thes 2:11). Jesus explained through the parable of the wheat and tares (Mt 13:24-30) that evil would be exposed prior to being destroyed (Mt 13:36-43). Even if this prophecy of Zephaniah is limited to the impending Babylonian attacks, through it we can see the character of God is universally consistent. Those who refuse to repent will harden their hearts and ultimately suffer destruction for willfully being blind to the truth of the gospel. It is interesting to note that Dt 28:45 goes on to say the curse of would be carried out until the people are destroyed. In the intervening passage (Dt 28:36-37), Moses predicted a king would lead the people into captivity and require them to worship idols.
